Mike Henry says ...Big plans ahead for Vernamfield

It's been a pet project of his from as far back as the 1980s, but long-serving Central Clarendon Member of Parliament (MP) and Transport and Works Minister, Mike Henry, has only now got a real basis on which to expect the realisation of his big dream.

Perched on a property of about 1,773 hectares or 2,900 acres of land at Vernamfield, in South West Clarendon, is the bare nucleus of a military airbase once operated by United States forces on the island. That set-up dates back to 1941 when the facility was acquired by the U.S. Army, resulting in it gradually dominating and shaping the development of the central Jamaica parish and, in the process, pulling the capital from Chapelton in the hills, down to May Pen on the plains.

Today, all of 66 years on, under plans being spearheaded by Mr.

Citigroup feels heat to modify mortgages

Paulo Perez, a graphic artist, hasn't made payments in months on the $330,000 mortgage on his ranch house in La Puente, Calif. It fell to Citigroup Inc.'s mortgage-servicing unit to decide what to do about that.

After Citigroup moved to foreclose on him, Mr. Perez, who is 28 years old, asked the financial giant to cut his monthly payments to a level he can afford. Citigroup representatives eventually said no, offering him a less appealing suggestion: Sell your house, turn over the proceeds, and we won't go after you for any unpaid balance.

On the front lines of the great American mortgage workout, tens of thousands of borrowers are in trouble and looking for relief. Washington has offered advice about what lenders should do, and influential groups that counsel low-income borrowers are ratcheting up pressure on Citigroup and others to offer struggling homeowners more favorable terms on their existing loans — even borrowers whose finances seem hopeless.

Dream in distress

Scott and Dawn Loving were able to stop the foreclosure on their house - at least temporarily.

The Lovings got into trouble when the subprime adjustable-rate mortgage on their Chesterfield County home reset after two years. They are among an estimated 14,000 Virginia households facing foreclosure this year.

Their monthly payment jumped from $1,250 to $1,400, resetting six months later at $1,600, then again at $1,650. Their new payment consumed more than half their net income. A house is considered affordable if the monthly payment is no more than 30 percent of income.

Scott is the sole wage earner. Dawn is home with their children, ages 1, 4 and 6. The high cost of day care does not justify her returning to work, he said.

"We were OK the first two years, but we got stretched when the payment went up $400," Scott said.

Mayor Polimeni Positive on Plans

The group proposing the development in Canandaigia will file a site plan with the city in the next 60-days and ask the city to re-zone the Canandaigua area. Canandaigua's Mayor, Ellen Polimeni, says the project is in keeping with the city's strategic plans for the area.

She says while the project won't happen overnight, she sees positive changes because of it.

"It's going to increase the population," Polimeni said. "It's certainly going to increase the value of properties in Canandaigua. It's something we've been waiting for. We did Kershaw Park in hope there would be some private development on the north side of Lake Shore Drive and this is that development that we have been waiting for."

If all the necessary steps are taken, the earliest ground could be broken on the project is two to three years.
